Who is your ISP (internet service provider)? This can be caused by a few different issues. You should verifiy that all of your internet connection settings are correctly set up for your ISP first off. 2 you should check the phone line for any problems related to a bad connection. 3 try to find another access phone number for your area. 4 if your using Windows XP try disabling the Firewall just to see if that may be blocking internet communication.

Now.. On the worse side your system may be infected with a virus or spyware but lets not get to that till you take care of the basics first.

you may want to try an external modem if you are using internal one. I once got the problem when I used internal modem, but it solved when I use external one. but, don't get a new external modem before you try to check that what ericd mentioned.
